Delibera Brasil
Delibera Brasil designs and facilitates citizens' assemblies and minipublics — randomly selected groups of ordinary citizens who undergo an intensive learning process with experts, deliberate together, and produce policy recommendations. The method treats democracy not as a spectator sport but as something citizens do: given time, balanced information, and a structured process, laypeople reach substantive, considered conclusions on hard policy questions.
Current projects include climate assemblies in Pará (the Amazon region, working with municipalities in Barcarena and Magalhães Barata), a minipublic on climate justice in the peripheral neighbourhoods of Osasco (São Paulo), and climate resilience assemblies in Mozambique. A distinctive practice is legislative theatre — transforming assembly recommendations into theatrical scenes performed in public spaces, pushing the recommendations toward implementation rather than letting them gather dust.
The broader context matters: Porto Alegre originated participatory budgeting in 1989, but Brazil's formal PB machinery has since declined. Delibera Brasil represents the evolution of that tradition — from open budget assemblies to deliberative minipublics, from municipal PB to climate governance, from Brazil alone to the Lusophone world.
